Brief summary

This document summarizes the candidate indicators of climate-resilient water, sanitation and hygiene (WASH) services, developed by the WHO/UNICEF Joint Monitoring Programme for Water Supply,  Sanitation and Hygiene (JMP) and the UN-Water Global Analysis and Assessment of Sanitation and  Drinking Water (GLAAS), with support from a consortium of academic institutions (University of Leeds, University of Technology Sydney, University of Bristol and Oxford University), as well as a Technical Working Group.

Report highlights

The indicators presented here are drawn from Version 5.4, which builds on earlier iterations, particularly Versions 5.3 and 5.2, the latter of which was subject to a public consultation in November 2025. In Version 5.4, candidate indicators have been further refined to reflect ongoing development of their metadata, definitions, template survey questions, and analytical approaches.

The indicators are organized into 22 conceptual framework elements (see Table 1) drawing on an overall framework shown in Figure 1 as well as in a background document. Blocks shown in grey are considered as out of scope for this review. Each candidate indicator is also mapped to an indicator which briefly articulates the concept that the candidate indicator is designed to monitor.

This document includes the 45 indicators that comprise the Set A (Version 5.4) indicator list. Additional candidate indicators identified through the review process are presented in a separate companion document (Set B). Both sets were derived from an extensive literature review and multiple rounds of consultation.

The Set A indicators included in this document have been selected for further methodological development by the JMP and GLAAS teams, with the objective of supporting future global monitoring of climate-resilient WASH.

See the draft metadata providing more details for each of the shortlisted indicators.
